Planning application for the former Grove House Hotel

Grove House Hotel

Earlier today, Councillors Ian Lewis, Lesley Rennie and Paul Hayes delivered a letter to 400 people living near the former Grove House Hotel. This followed notification from the Planning Department that a planning application for the change of use from a hotel to a hostel has, finally, been received.

It is now live on the Council’s planning system and you can find details here:

Please note the deadline for comments is 23 December.  

You can submit your comments in several ways:

  • Via the link above, if you are registered on the ‘My Wirral’ Council website
  • Email planningapplications@wirral.gov.uk
  • Write to Planning Department, Wirral Council, PO Box 290, Wallasey CH27 9FQ

Please ensure you give your name and address and quote the reference number APP/22/01848 in any correspondence.

Planning officers will, by law, only take into account matters such as: 

  • Loss of light or overshadowing
  • Overlooking/loss of privacy
  • Visual amenity (but not loss of private view)
  • Adequacy of parking/loading/turning
  • Highway safety
  • Traffic generation
  • Noise and disturbance resulting from use
  • Hazardous materials
  • Loss of trees (bit late in this case - most of the trees were felled...)
  • Effect on listed building and conservation area
  • Layout and density of building
  • Design, appearance and materials
  • Landscaping
  • Road access
  • Local, strategic, regional and national planning policies
  • Government circulars, orders and statutory instruments
  • Disabled persons' access
  • Compensation and awards of costs against the Council at public enquiries
  • Proposals in the Development Plan
  • Previous planning decisions (including appeal decisions)
  • Nature conservation
  • Archaeology
  • Solar panels

The Planning Officers cannot take into account matters which are sometimes raised but are not normally planning considerations such as:

  • The perceived loss of property value
  • Private disputes between neighbours
  • The loss of a view
  • The impact of construction work or competition between firms
  • Restrictive covenants
  • Ownerships disputes over rights of way
  • Fence lines
  • Personal views about the applicant or occupants
