Recap: On 27 January, a majority of councillors on the Environment, Climate Emergency and Transport Committee voted to approve the plans for 28 more cycle routes, many of them around Wallasey.  In spite of overwhelming opposition from residents to the plans, eight Labour, Green and Liberal Democrat Councillors voted to approve; while three Conservative Councillors voted to reject. 

Since then, and in the absence of any published update on the the first phase (the Birkenhead to Liscard cycle lanes), Councillor Ian Lewis submitted a request under the Freedom of Information Act. This was on 2 November 2025. A response was received on 17 November and is reproduced below.  

Question 1. Please provide details of work undertaken (since May 2025) by the Authority to progress this project, and specifically:

a) Phase One (Birkenhead to Liscard)

Answer: The following work is being progressed;

•    Ongoing internal work to prepare for detailed design stage including review of consultation feedback and consideration of integration with other schemes.  

•    Discussions with the LCR re LCRCA Gateway process

•    Meeting with Active Travel England to present scheme

•    Commencement of discussions with Stena regarding Tower Rd/Ferry Terminal junction.

•    Commencement of internal discussions regarding procurement strategy for detailed design

•    Ongoing discussions with the LCRCA regarding project in relation to funding as part of Transport for the City Region 2027-2032.


b) Phase Two (Liscard to New Brighton)

Answer: No work undertaken

Question 2: Has been any update on cost estimates for either phase, given the information supplied in response to previous FoI requests?

Answer: No updates are currently available. 

Question 3. Has been any communication to the Liverpool City Region Combined Authority and Department for Transport on this project?

Answer: Yes – Ongoing discussion with the LCRCA regarding the Birkenhead Liscard project in relation to Transport for the City Region (TCR) funding 2027-2032, Active Travel Funding and TCR development funding.  This includes working with the LCRCA in line with their Gateway (project) approval process.

Yes – Discussion with Active Travel England (executive agency of the DfT)  to provide an update on the project following the consultation and the committee decision.   This will support further ongoing discussions in line with LCR requirements for project approvals.

Question 4: When this project (either or both phases) will next be reported to Committee?

Answer: No committee dates are currently scheduled.  Current approval from committee can be seen at Agenda item - Birkenhead to Liscard Active Travel Scheme | Wirral Council

Councillors Ian Lewis and Lesley Rennie will continue to seek information as this work continues and will report back to residents in Wallasey Ward.
